My crystal ball seems to be strange. Eliza has returned to herself but there still are some red anger spots here and there. It's as if there was a second Eliza. That can't be true.

Seems as though Eliza's rage as calmed down; a good time to go talk to her. Without a rational mind, Eliza can be frightening, but in her original state, she is gentle and calm. Go talk to her, and persuade her not to destroy Cloud Park anymore.

Where can I find Eliza? According to my crystal ball, Eliza can be found in Eliza's Garden behind a fallen pillar at the Stairway to the Sky II. She's an ancient creature loved by the Goddess. Her nature exceeds the intelligence and nobility of human beings, so watch your manners in front of her.

She may suddenly change when she's angry, but as long as you are polite to her, she will not do you any harm.
